The brief
The Guernsey Competition and Regulatory Authority (GCRA) is the island’s competition law enforcement body and economic regulator for utility sectors. It is responsible for ensuring that residents receive fair value, choice, and access to high-quality services across Guernsey.
With a broad remit and a wealth of regulatory documents and guidance, the GCRA needed a new digital platform to clearly communicate its mission, services, and resources to its diverse audience.
Our task? To design and develop a modern, secure, and user-friendly website that:
- Presents a large volume of PDF documents in an engaging, easy-to-navigate format.
- Offers a seamless content migration from the legacy platform.
- Delivers a dynamic homepage with multimedia elements that reflect the GCRA’s professionalism.
- Provides staff with an easy-to-manage content system backed by robust security.
The goal was to create a digital presence that improves user engagement, simplifies access to key resources, and supports the GCRA’s role as a trusted regulatory authority.


The process
We took a collaborative, user-focused approach to deliver the GCRA’s new website. The project began with a discovery phase, including workshops with key stakeholders to understand priorities and user needs.
Using a hybrid Agile methodology, we balanced clear upfront planning with flexibility to adapt as the project progressed. Regular check-ins with the GCRA team ensured alignment and quick decision-making.
A key focus was on seamless content migration. We automated the transfer of over 1,500 PDFs from the old Umbraco system to the new Drupal CMS, preserving content integrity and structure.
We designed intuitive navigation and an accessible interface that works across devices, supporting diverse user needs. To improve document search, we implemented Apache Solr with advanced filtering options, making it easier for users to find relevant information quickly.
An AI-driven chatbot powered by Dante-AI was integrated to provide conversational, human-like assistance, improving user engagement.
Throughout the project, we prioritised security, scalability, and ease of content management for the GCRA team.
