The GFSC's website hosts over 2,500 pages and 1,500 PDFs. It serves everyone from regulated businesses to the general public. The old site made finding things harder than it should have been. We rebuilt it around how people actually use it, and average session duration dropped. That's not people leaving. That's people finding what they need.

The Challenge
The Guernsey Financial Services Commission (GFSC) regulates the island's financial sector. Its website is a critical resource for a diverse audience: regulated businesses, legal teams, members of the public, and others who need access to guidance, documentation, and regulatory updates.
With over 2,500 pages of content and a library of more than 1,500 PDFs, the site had become difficult to navigate. People couldn't find what they needed efficiently. The content structure had grown organically over time, and it showed.
The brief was to deliver a class-leading website with a user-centric overhaul of the content structure and layouts. It had to be simple for the GFSC team to manage day-to-day. And it needed to work across every device and browser, including older versions of Internet Explorer whilst they were still in operation.
Our Approach
We started with the audience. Persona interviews, a usability review, user data analysis, and research into how other regulatory websites were structured. This gave us an itemised list of UX considerations and content requirements grounded in real evidence, not assumptions.
From there, we delivered a clear content strategy and cross-device design solution. The information architecture was rebuilt to surface the right content to the right people through intuitive pathways.
The build included a bespoke content admin workflow, giving the GFSC team genuine control over their content without needing technical expertise. In 2020, we upgraded the platform to Drupal 8, future-proofing the technology and ensuring the site could continue to evolve.
The Outcome
The results confirmed the approach was right.
