The Challenge
The Guernsey Competition and Regulatory Authority exists to make sure residents get fair value, choice, and access to quality services. Important work. But their digital presence wasn't keeping up.
The old website, built on Umbraco, housed over 1,500 PDFs: regulatory decisions, guidance documents, and consultation papers. Finding the right one was an exercise in patience. The content management system was difficult for staff to update. And the site's design didn't reflect the GCRA's role as a credible, modern regulator.
The brief was clear: build a platform that makes a large volume of regulatory content genuinely accessible. Not just technically available but actually easy to find, easy to read, and easy to manage behind the scenes.
Our Approach
We ran discovery workshops with GCRA stakeholders to understand what mattered most, both for the public users navigating complex regulatory information and for the internal team managing it.
Using a hybrid Agile methodology, we gave the project enough structure to keep it moving and enough flexibility to respond to what we learned along the way.
The big technical challenge was content migration. We automated the transfer of over 1,500 PDFs from the old Umbraco system to the new Drupal CMS, preserving document structure and metadata. No manual re-uploading. No broken links.
For search, we implemented Apache Solr with advanced filtering so users can narrow results by document type, date, sector, and topic. This was critical. A regulatory site lives or dies by whether people can find what they need.
We also integrated an AI-driven chatbot powered by Dante-AI. It pulls directly from the GCRA's document library and responds conversationally, giving users a faster route to answers without having to know exactly which PDF they're looking for.
The whole platform was built with security and scalability front of mind, and the CMS was designed so the GCRA team could manage content without needing a developer on speed dial.
The Outcome
Within three months of launch, the numbers told a clear story.
